Barbra E. Minch President & Chief Executive Officer William F. Ryan Community Health Center Barbra E. Minch has been living and working in the Upper West Side community for over 30 years. As a single parent raising two children, she first became active in community issues such as affordable housing, and as a public school parent. She has been a public school teacher and administrator, and in 1979, joined the William F. Ryan Community Health Center as Assistant to the Executive Director. On July 1, 1986 she became Deputy Director; in April 1995, she was appointed Executive Director by the Board of Directors, to whom she directly reports; and in 2001, her title changed to President & CEO, which more appropriately reflects the responsibilities she has assumed for the past several years, including providing leadership to the Center's newest affiliate, the Ryan/Chelsea-Clinton Community Health Center. Ms. Minch serves on the Board of Directors of the Community Health Care Association of New York State (CHCANYS), and chaired its Legislative Committee for several years. She is a member of the Legislative, Credentials, Ethic and Grievance, and Membership and Rules Committees of the National Association of Community Health Centers (NACHC). She also is a member of the Health Care Executive Forum, and the Board of Trustees of the Job Security Fund of the 1199/SEIU Employment Training and Job Security Program, where she is the first and only Community Health Center representative on the Board. In 1998, Ms. Minch played an integral role in helping to establish the Coalition to Preserve Access to Community-Based Health Care Providers, which set the stage for the first direct funding to Community Health Centers from New York State. Her awards include: the Special Recognition Award for her excellent work and dedication in the Community Health Center movement from the New York Field Office of the Department of Health and Human Services (DHSS), Health Resources and Services Administration (HRSA) (1998); the first annual Jeffrey T. Latman Award from CHCANYS for her work in a model Community Health Center (1999); the Palma Award from the Latino Coalition for Fair Media as "Health Administrator of the Year," for her work in community service (2001); the WESTY (West Side Spirit Thanks You) civic award in recognition of New Yorkers who either live in, work in, or whose accomplishments help improve the neighborhoods of the West Side (2002); and the highly distinguished John Gilbert Community Healthcare Award of Excellence from NACHC (September 2004).
Kathy Gruber Executive Director Ryan-NENA Community Health Center Kathy Gruber began working at the Ryan Center in 1981. In 1989 she was appointed Project Director of Ryan-NENA, and in 2001 she was promoted to Executive Director to more accurately reflect her level of responsibilities. Over the course of the last 15 years, Ms. Gruber has played a major role in reviving the Ryan-NENA Community Health Center to become a major provider of comprehensive high quality primary health care in Manhattan's Lower East Side. Ms. Gruber is a member of the Advisory Committee of the Center's School Based Health Programs, a member of both the Finance and Nominating Committees of CHCANYS, and also a member of the Health Advisory Committee of University Settlement on the Lower East Side. Ms. Gruber serves on the Executive Committee of the Lower Manhattan Healthcare Coalition and co-chairs its Emergency Preparedness Committee. Prior to Ryan, Ms. Gruber was instrumental in forming the Committee for Community Controlled Day Care, an advocacy group that helped community-based day care centers secure funding from the City of New York through the Agency for Child Development. For a number of years, Ms. Gruber was a representative from the Ryan Center on NACHC's Adolescent Task Force. Ms. Gruber is member of the Lower East Side (LES) Task Force of Community Leaders, initiated by Manhattan Borough President Scott Stringer's office to develop "Go Green Lower East Side" a community-based sustainability project.
Charles W. Shorter, MSW Executive Director Ryan-Ryan/Thelma C. Davidson Adair Center Mr. Shorter, a Network employee since 2002, has over 18 years experience in the field of health and social services. Before assuming his role as Director of the organizationŐs newest Center in September 2009, Mr.Shorter most recently served as Director of Special Projects at Ryan/Chelsea-Clinton where he oversaw the CenterŐs HIV Services, including the provision of primary medical care, case management, and HIV testing and counseling for infected and affected populations. Mr. Shorter is the Community Co-Chair of the HIV Health and Human Services Council of New York City and Board Member of Conscious Contact of New York, an HIV/AIDS advocacy and education organization and is active in providing education, support and guidance to various faith communities. Previous roles include Co-Chair of the New York State Department of Health, AIDS Institute, Faith Communities Project, Manhattan Region.
Arnel Tirado
Executive Director Ryan/Chelsea-Clinton Community Health Center Ms. Tirado has been a dedicated member of the New York City health care community for over 30 years. In 2008, she joined the Ryan Network as the Deputy Director of Ryan/Chelsea-Clinton. She was promoted to Executive Director in February 2011. Before she came to Ryan/Chelsea-Clinton, Ms. Tirado was employed by Montefiore Medical Center, and has a wealth of experience in health center operations and management. |
